I'm trying to create tomorrow's Ash Wednesday service, using Vespers, and I'm having trouble with the readings. I don't want the Builder to insert the announcements before and after each reading (A: A reading from Joel, the second chapter; A: This is the word of the Lord..." I just want the reading, and if I save the order of service the way Builder currently has it, my secretary will have 6 extra things to delete in Word each week during Lent.

Also, I see the button up top to change the announcements to either the one's used in the Divine Service, or the one's for the daily offices, but this option only shows up for the Old Testament and the Gospel. The Epistle reading does not have this button present. The Old Testament has the button, but it doesn't change the announcements.

After restarting the Builder, the Office button now works for the Old Testament reading, but still nothing for the Epistle - and no apparent way to simply have the reading, with no announcement before and after.

Thanks for the question Joseph, this would certainly be a tedious thing to fix each week. Tedious tasks are things Builder is supposed to prevent.
Anyway I am happy to report that I think there is a way around what you are experiencing. In the vespers service the announcements are automatically included for the "default" reading types (ie. Psalm, Old Testament, Epistle, Gospel), but if you insert a plain "Reading" Element into the service, you should be able to avoid this inclusion.
So in your service outline, click insert and scroll down in the middle column to the Propers section and select "Reading" drag it to the proper location in the service outline and then pick the passage for your reading.
I hope this helps. Blessings on your service preparation!
